Nothing in the pack

Was preparing for trip to New Zealand. I asked the salesperson to view before purchase. He opened the pack and they looked fine so the purchase was completed and the packet placed in bag with my purchases. However when setting up for first fishing session in NZ there were no tipper rings in the pack. So I cannot review what is not there.
